My british, Gambian friend of mine are saying that Cape Town has the highest. I basically said i'll get proof of the issue

cape town is only the small persentage of the highest rate, it is all of south africa that has the highest rate of aids,Johannesburg probably has the highest due to it being nearer the boarder of the african countries just north of s.africa where there is very little influx control

The incidence of A.I.D.S. throughout Africa is staggering. So staggering that to name just one country there is meaningless. The average life expectancy in say Zambia is about 37.However, to answer your question, it looks like South Africa.

Africa would be correct and since Cape Town is in South Africa, I'd say your friend is not too far off base.
